PUMP AND DUMP SCHEMES - 18 U.S.C. § 1348
Securities fraud, particularly the grave offense of 'pump and dump' schemes, is of the utmost concern for federal authorities. These schemes, which involve the deliberate inflation and subsequent sale of stocks, are treated with the utmost seriousness and are typically prosecuted as violations of Title 18 U.S. Code 1348.
At the heart of a pump-and-dump scheme lies the deliberate dissemination of false or misleading information. This misinformation is strategically designed to create a buying frenzy that will 'pump' up the price of a stock, only to be followed by the 'dump' phase, where the perpetrators sell their shares at an inflated price.
Once the fraudsters dump their shares and stop hyping the stock, the stock price typically falls, and investors lose money. These schemes often occur on the Internet, where messages urging readers to buy a stock quickly are common.
Often, promoters claim to have "inside" information about a development that will benefit the stock.
False or misleading information about a company's stock price may be spread through sources, including social media, investment research websites, investment newsletters, online advertisements, email, Internet chat rooms, direct mail, newspapers, magazines, and radio.
Microcap companies are particularly vulnerable to pump-and-dump schemes because there is often limited publicly available information about them. This vulnerability underscores the need for caution when considering investments in such companies.
The same basic fraud is now occurring using little-known virtual currencies and digital coins or tokens. Thanks to mobile messaging apps or Internet message boards, modern pump-and-dumpers don't need a boiler room. They just organize anonymously and hype the currencies and tokens using social media.
Some of these pump-and-dump groups and chat rooms have thousands of members. These members subscribe to the group and follow the conversations, which indicate when the next pump-and-dump will occur.
The next post will announce the coin that will be bid up, followed by the exchange platform where the pump will take place. If you are charged with engaging in a pump-and-dump scheme, you could face up to 25 years in federal prison if convicted. The severity of this penalty underscores the serious nature of these schemes.
WHAT IS A PUMP AND DUMP SCHEME?
As noted above, a pump-and-dump scheme is a fraudulent practice that involves a series of calculated steps. It begins with artificially inflating a stock's price (the 'pump') through false or misleading statements.
Once the price is sufficiently inflated, the perpetrators sell off their shares at the higher price (the 'dump'), leaving other investors with devalued or worthless stocks as the price crashes.
The "pump" phase is often achieved through false or misleading statements designed to create hype and attract unsuspecting investors. These statements might exaggerate a company's value, spread inaccurate financial forecasts, or fabricate news of partnerships or deals.
Once the stock price surges due to this artificially generated demand, the perpetrators sell their shares, leaving other investors with devalued or worthless stocks as the price crashes.
Some pumps and dumps use false news reports, typically about a famous high-tech business leader or investor who plans to pour millions of dollars into a small, lesser-known virtual currency or coin.
Other fake news stories have featured major retailers, banks, or credit card companies announcing plans to partner with one virtual currency or another. Links to the phony stories are also accompanied by posts that create false urgency and tell readers to buy now.
Once the pump begins, it's over in minutes. This rapidity underscores the need for investors to be vigilant and recognize these schemes before it's too late.
These pumps and dumps occur in the largely unregulated cash market for virtual currencies and digital tokens and typically on platforms that offer a wide variety of coin pairings for traders to buy and sell.
Historic context: Donald Trump
UScode18paragraph1348 indicates the financial scheme «Pump and dump» («Trumpty Dumpty») that allows to get huge benefits from the wrong public statements by the USA president and his closest partners.
UScode18paragraph1348 becomes especially important for interpretation of historic events in 2025 in relation with activity of Donald Trump. This relation is mentioned below.
From the semantical point of view, the general style of statements
by Donald Trump, Andy Ogles, James David Vance, Steve Witkoff and their accomplices can be qualified as a Newspeak.
Newspeak is language of propaganda.
The grammar of Newspeak is similar to that of English.
The semantic of Newspeak is opposite to that of English.
For translation from Newspeak to English, the Rule of Newspeak is suggested.
The people who do not reveal statements by Donald Trump and his team as propaganda and/or
do not know how to interpret propaganda with the Rule of Newspeak happen to be tricked, trumped.
The people who have insider information from Donald Trump about his
claims to Make America Great Again («trumpty», Pump stage) and his
attempts to drop the stock market («dumpty», Dump stage) with the Trade wars and offensive statements (Annexation of Greenland, Annexation of Canada, etc.) get huge benefits.
The UScode18paragraph1348 reveals the way of getting of this benefit (and suggests the punishment for such a «budiness»).
The attempts of Donald Trump to avoid the responsibility for the Pump and dump activity are observed, see «Make America Great Again», «TrumpForever» confirm the interpretation.
Interpretation above appears a the third alternative to the Betrayer of useful idiot version of activity of Donald Trump, see also «useful idiot».
The interpretation in terms or Pump and dump (TrumptyDumpty) appears as an alternative of interpretation of Trump as KGB agent or as «useful idiot». In this interpretation, the support of Putin by Donald Trump is just a business, nothing personal.
Even if one doest not believe statements by Donald Trump, the evidence that the president made a wrong statement, it affects the market, because that such a criminal practice may ruin the USA economic.
However, the profit implies that the team of impostors succeeds to eliminate the Separation of powers in such a way, that the Court do not qualify their activity by the UScode18paragraph1348.
While neither UScode18paragraph1348
nor its equivalent
is applied to the too of administration,
the pump and dump strategy gives them huge benefits.
This is mentioned in the Sci-Fi literature, see
«Dunno on the Moon» (The Russian original is entitled «Незнайка на Луне») by Nikolay Nosov.
After the Collapse of the USSR, that novel looks prophetic. Since it is translated into English, it could be used as a manual also by the American frauders.

The UScode18paragraph1348 is loaded in TORI with Scientific goals.
The loading is not an attempt to affect the Realpolitik of the American administration.
If Americans decide to convert the peaceful democratic USA to aggressive corrupted monarchy, to destroy the USA
[1][2][3],
then no scientific analysis can help them.
However, even in this case the Editor keeps his right (and even duty) to call things with their proper names,
to formulate definitions for euphemisms and other ambiguous terms,
to construct historic models and to compare their predictions to a posteriori observations.

Looking at the sheer size of the American military, many people might believe that Trump would enjoy an easy victory. // That analysis is wrong. If Trump ever decides to use military force to annex Canada, the result would not be determined by a conventional military confrontation between the Canadian and American armies. Rather, a military invasion of Canada would trigger a decades-long violent resistance, which would ultimately destroy the United States.
https://en.wikipedia.org/wiki/Pump_and_dump Pump and dump (P&D) is a form of securities fraud that involves artificially inflating the price of an owned stock through false and misleading positive statements (pump), in order to sell the cheaply purchased stock at a higher price (dump). Once the operators of the scheme "dump" (sell) their overvalued shares, the price falls and investors lose their money. This is most common with small-cap cryptocurrencies[1] and very small corporations/companies, i.e. "microcaps".[2] // While fraudsters in the past relied on cold calls, the Internet now offers a cheaper and easier way of reaching large numbers of potential investors through spam email, investment research websites, social media, and misinformation.[2][3]
https://en.wikipedia.org/wiki/Useful_idiot A useful idiot or useful fool is a pejorative description of a person, suggesting that the person thinks they are fighting for a cause without fully comprehending the consequences of their actions, and who does not realize they are being manipulated by the cause's leaders or by other political players.[1][2] The term was often used during the Cold War in the Western bloc to describe non-communists regarded as susceptible to communist propaganda and psychological manipulation.[1]
